Living in a area with weekly tornado warnings and several near misses, I believe that a storm that would produce a more powerful tornado would be co-related with an earlier tornado warning. Thus, any tornado that could be predicted more than 20 minutes ahead would be more powerful, and likely cause more damage and fatalities than one that just popped up with little warning. The authors would need to do a lot of work to reduce this co-relation, and justify their conclusion.
