"In situations where budgets are tight" (btw is there any other situation?), ConSentry is one of the LAST vendors I'd look at based on price. Their list price is about $300 per port - VERY pricey for an edge switch, even if it sorta does NAC and sorta does some pseudo-content filtering. ProCurve and others have some very strong offerings at less than 1/2 the price, which frees up funds for a REAL NAC solution, a REAL content filtering solution, and/or other things. I'm very wary of an "all-in-one" approach like ConSentry's. I'd rather have a separate hammer, screwdriver, and pliers (i.e. the right tool for each job) than some hammer+screwdriver+pliers gizmo that doesn't do any one job particularly well.

ConSentry's LANShield gear has NAC

I for one have always found the Leatherman to be a most effective tool - both cost and functionality wise. In fact, it's fair to say it was a breakthrough in tool management.
And it's street price is generally a lot less than it's list price, making it an easy purchasing decision over a seperate set of pliers, screwdriver and horse-hoof repair tool.
Plus with my Leatherman I don't have to manage 3 different tools in 3 different places and then try and collate them. All my information is neatly packaged in one easy to manage handy belt sheath.
See, there are many benefits to dealing with an issue at the point where it's most likely to emenate from - i.e the edge - and stopping/managing it there and then. Plus by deploying something that acts transpartently as far as the user is concerned, deployment and ongoing management costs are minimal, certainly much less than the cost of buying, deploying and managing 3 different devices....
Pro-Curve is a low cost and base functionality switch. Agreed, it can be good value. But where have you found a REAL NAC solution that also encompasses layer 7 visibility, full content control and the ability to deploy in a day without any interruptions to the end user?
